Higher Education Emergency Relief Fund (HEERF) Reporting

CARES Act Funding (HEERF I)

The Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law March 28, 2020, provides approximately $14 billion in direct aid to higher education institutions to support institutional and student costs incurred related to COVID-19.

St. Thomas received $2.5 million under the CARES Act designated for student grants. Consistent with the CARES Act and Department of Education guidance, we distributed these funds to students in both our undergraduate and graduate programs, including incoming students, who were eligible for federal financial aid and incurred costs covered by the CARES Act.

St. Thomas received an additional $2.5 million under the CARES Act designated for institutional support. These funds were used to provide prorated room and board refunds to students in Spring 2020 when campus was closed due to COVID-19.

CRRSAA Funding (HEERF II)

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) signed into law December 27, 2020, provides approximately $21 billion in direct aid to higher education institutions to support institutional and student costs incurred related to COVID-19, with a focus on ensuring learning continues for students during the COVID-19 pandemic.

St. Thomas received $2.5 million under CRRSAA designated for student grants. Consistent with CRRSAA and Department of Education guidance, we distributed these funds to students with exceptional financial need, including students in both undergraduate and graduate programs.

St. Thomas received an additional $5 million from the CRRSAA designated for institutional support. These funds were used to provide an additional $500,000 in student grants, cover the remaining $3.7 million of prorated room and board refunds made to students in Spring 2020 when campus was closed due to COVID-19, and cover additional lost auxiliary revenues.

ARP Act Funding (HEERF III)

The American Rescue Plan (ARP) Act signed into law March 11, 2021, provides approximately $40 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

St. Thomas received $6.7 million from the ARP Act designated for emergency student grants, which it has allocated to students with financial need. Consistent with ARP requirements and Department of Education guidance, St. Thomas has prioritized undergraduate, domestic students with the highest amount of financial need.

St. Thomas received an additional $6.7 million from the ARP Act designated for institutional support. These funds are being used to cover COVID-19 related expenses as well as cover additional lost auxiliary revenues.
